這一年，發生了紐約 911 恐怖攻擊事件、台灣 917 納莉風災淹水事件，產業景氣空前低迷，僅有 24 家台灣畫廊、4 家國際畫廊參展。適逢台北國際藝術博覽會十週年，理事長黃承志、副理事長李敦朗、秘書長石隆盛率領團隊克服萬難予以籌辦。大會主題命名為「十分嬈嬌」，「十」是指台北藝博十週年的意思，「嬈嬌」是指台灣經歷西方、日本、中原等不同政權的統治，及所融合的各種文化特色，探尋台灣多元文化的藝術風貌。展會除了舉辦鼓勵新人的「TAF 新人獎」之外，同時規畫多項影響台灣藝術風潮的主題特展。
This year, both the New York 9/11 terrorist attack and the Taiwan 9/17 Nali typhoon flood disaster occurred. The industry was in an unprecedented downturn, with only 24 domestic galleries and 4 international galleries participating in the event. Coinciding with the 10th anniversary of the TAIPEI ART FIAR, the chairman of TAGA, Huang Chengzhi, the vice chairman Li Dunlang, and the secretary-general Shi Longsheng led the team to overcome numerous difficulties in organizing the event. The theme of the exposition was named "Beauty and Creativity (In Chinese, this topic implies ‘a decade’).” "Decade" refers to the ten-year anniversary of the TAIPEI ART FAIR, while "Beauty and Creativity" signifies Taiwan's history of being ruled by different powers such as Western, Japanese, and Chinese influences, as well as the integration of diverse cultural traits, exploring the artistic landscape of Taiwan's multiculturalism. In addition to hosting the "TAF New Talent Award" to encourage new artists, the exposition also coordinated several thematic exhibitions that influenced the art trends in Taiwan.
